South Korea’s Top-Tier Visa: A Comprehensive Guide

South Korea has taken a bold step forward in the global competition for exceptional talent with the March 2025 introduction of its Top-Tier Visa Program. As international legal advisors with extensive experience in Korean immigration matters, Pureum Law Office (PLO) is pleased to provide an overview of this groundbreaking initiative.

What is the Top-Tier Visa?

The Top-Tier visa represents Korea’s strategic commitment to attracting world-class professionals in advanced technology sectors including semiconductors, displays, secondary batteries, biotechnology, robotics, and defense industries. This new visa category offers unprecedented benefits designed to make Korea an attractive destination for the world’s brightest minds.

The Top-Tier Visa is not a single visa type, but rather a collection of visa pathways across four categories and six subtypes:

  • F-2-T – Top Talent Resident
  • F-2-T1 – Family of Top Talent Resident
  • E-7-T – Top Talent Specific Activity
  • D-10-T – Top Talent Job Seeker
  • F-5-T – Top Talent Permanent Resident
  • F-5-T1 – Family of Top Talent Permanent Resident

Each category is tailored to match different life and career stages of professionals working in high-tech fields.

Visa Categories and Eligibility Requirements

F-2-T and F-2-T1: Residency for High-Tech Professionals and Their Families

The F-2-T visa is for foreign nationals already living in South Korea who work in the high-tech industry and meet residency requirements. Their legal dependents (spouses and minor children) may apply under the F-2-T1 category.

These visas are ideal for professionals who have maintained a continuous and legal presence in Korea. However, those newly employed or recently relocated to Korea won’t qualify for this route and should consider the E-7-T or D-10-T options.

E-7-T: For Top Talent in the High-Tech Industry

The E-7-T visa is part of the “Special Ability” visa category, designed to attract Top Talent into Korean companies. To qualify for this visa category, applicants must generally:

  • Hold a master’s or doctoral degree from a university ranked within the global top 100
  • Possess at least 8 years of professional experience, including a minimum of 3 years at a Fortune 500 company
  • Have secured employment with a Korean advanced technology company
  • Receive an annual income of at least three times Korea’s GNI per capita (approximately 140 million KRW)

This visa is a good match for professionals already working or preparing to work in sectors like AI, semiconductors, biotech, or advanced manufacturing. However, it’s important to note that the E-7 visa class is known for its strict qualification criteria, particularly in skills matching.

D-10-T: For Global Graduates Seeking Opportunities in Korea

The D-10-T visa is tailored for recent graduates from “world-class universities” abroad with degrees in high-tech fields. This visa enables them to reside in South Korea while seeking employment in the high-tech industry.

Graduates with master’s degrees or higher from global top 100 universities will be eligible for D-10-T job-seeking visas valid for two years, allowing them to explore employment opportunities in Korea even without secured positions. Only overseas university graduates are eligible, signaling Korea’s intent to attract international Top Talent.

F-5-T and F-5-T1: Permanent Residency for Top Talent and Their Families

The F-5-T visa grants permanent residency to foreign professionals working in the high-tech industry who have legally lived in Korea for an extended period. As with the F-2 series, dependents may apply under the F-5-T1 visa.

Applicants should anticipate fulfilling income requirements similar to other F-5 visa types (often double the national GNI), though adjustments may be made to attract more global talent.

Exceptional Benefits

What truly sets the Top-Tier visa apart is its comprehensive package of benefits:

Immigration Advantages

  • Immediate F-2 Residency visa status for both the applicant and their family (spouse and minor children)
  • Eligibility for permanent residency after just 3 years
  • Streamlined electronic visa application process without requiring visits to embassies or immigration offices
  • Permission to invite parents and domestic helpers to Korea

Settlement Support

In coordination with the Ministry of Trade, Industry and Energy’s “K-Tech Pass” program, visa holders will receive extensive support:

  • Tax Benefits: 50% reduction in income tax for up to 10 years
  • Education: Special admission quotas for children to attend international schools
  • Housing: Expanded Jeonse (lump-sum rental deposit) loan limits equivalent to Korean nationals (increased from KRW200 million to KRW500 million)
